求教腾达TWL542R不停的重启

腾达TWL542R路由器，通电后不停的重启。接上TTL线可以看到：

从启动看好像CFE也坏了，找到腾达TWL542R的完整固件编程器刷！！！不过，也可以试试TFTP刷！！！

现在不停的重启，无法建立连接，ping不通。ROM芯片是16脚的：ST 25P16V6P，好像是串口的。
