求助.十万火鸡!~网络高手软件高手硬件高手都进来帮忙解决一下

大家好:首先谢谢大家进来,我的问题是这样的:
BT下载有的时候大半天甚至几天连不上
能连上的时候很短而且好几天或者几十天才连上几分钟似的
我到中国电信报修网络给我的答案是软件问题自行维护
(中国电信真他XX的不是东西服务态度超级烂!)
我想知道下如何解决这个问题
